In connection with the recent statements of Mr. Danylo Hetmantsev regarding the results of Diia.City, we believe it is necessary to outline the position of the industry, representing the interests of both residents of this legal regime and companies that have not yet joined it to provide a comprehensive view of the industry.

In the first half of 2025 alone, Diia.City residents paid almost UAH 16 billion in taxes - more than in the whole of 2024, which is a record result for the industry, which continues to operate in the face of war, falling global demand and intense competition in international markets. The main increase in tax revenues came from personal income tax, military duty and VAT, The state's budget and defense capabilities are directly supported by the Diia.City model, confirming the effectiveness of the model. Until 2022, the Ukrainian IT industry was booming: the country was chosen as a reliable partner for outsourcing, companies were actively competing for specialists, and the digital services market was growing rapidly. With the outbreak of the war, the situation changed: foreign clients became more cautious due to the risks of power outages, employee mobilization, and other war-related challenges.

The transition of companies to the new legal regime is gradual and evolutionary. This is due to the need to adapt business models, retain teams and foreign exchange earnings under martial law. At the same time, we are already seeing a steady increase in the number of residents, their employees, and gig contractors. It is important to emphasize that the difference in the tax burden between individual entrepreneurs and Diia.City residents is insignificant, so it is incorrect to talk about tax evasion.

Ukraine's IT industry remains the country's second largest source of foreign exchange earnings and one of the most stable sectors of the economy. It is thanks to the stability of conditions and business confidence that new jobs are created, R&D areas are developed, investments are made in education, and the Ukrainian technology ecosystem is formed. The state has guaranteed the unchanged conditions of Diia.City for 25 years, and businesses make strategic decisions, including investments and team expansion, relying on this stability.

We are convinced that the further development of Diia.City and support of the IT industry will ensure sustainable growth of tax revenues and economic benefits for the entire country, and an open dialog between business and government is a key factor in successful cooperation and development of the sector.
