The U.S.-Ukraine Tech Partnership Initiative held another strategic visit, bringing together leaders of Ukrainian defense and dual-use technology companies with senior U.S. officials, industry executives, and security experts in Washington, DC.
The initiative was organized by StrategEast in partnership with Diia.City Union and Kharkiv IT Cluster with the support of the Ministry of Digital Transformation of Ukraine and aims to strengthen direct interaction between Ukrainian technology innovators and the American defense and investment ecosystem.
The delegation included C-level representatives of leading Ukrainian defense and dual-use technology companies: BlueBird Tech, Zaruba Tech, Organized Matter, Pegasus Aerospace, and Celebra LLC.
One of the central elements of the visit was a joint strategic scenario exercise organized together with the Center for European Policy Analysis. As part of the wargaming exercise, representatives of U.S. and Ukrainian defense companies, experts, and politicians analyzed the dynamics of electronic warfare (EW) and its global implications. Ukrainian companies working in areas related to EW directly interacted with representatives of the U.S. defense industry, including the National Defense Industrial Association, CHAOS Industries, AeroVironment, Honeywell, Auterion, and Apex Defense Strategies.
In partnership with the Business Executives for National Security (BENS), a closed strategic roundtable was also held to discuss lessons learned from Ukraine's rapid defense innovation cycle. While the Pentagon is calling for increased flexibility in the US defense industrial base, Ukraine's experience with rapid prototyping, battlefield R&D, and dual-use technology adaptation offers valuable operational insights.
The business delegation also presented and supported the launch of the analytical report “Ukraine's Defense Tech Industry: By The Numbers” by StrategEast. The document provides an overview of Ukraine's private defense technology sector as of February 2026 and demonstrates its rapid evolution from small improvised wartime solutions to structured industrial production integrated into NATO-standard networks.

Other meetings included talks with the US-Taiwan Business Council to discuss how the experience of Ukrainian defense-tech can contribute to the formation of joint innovative models of US-Taiwan-Ukraine cooperation, in particular in the areas of rapid prototyping, field R&D, and development of dual-use technologies.
The Ukrainian delegation also took part in the public event “US-Ukraine Security Dialogue XVIII: Taking Measure of Ukraine's Defense Capabilities & Needs After a Fourth Year of War”, dedicated to the analysis of Ukraine's defense capabilities in the land, sea, air, cyber and unmanned dimensions.
StrategEast and its delegation held a high-level meeting at the Atlantic Council with Debra Kagan, Senior Advisor at the Eurasia Center and former senior official at the U.S. Department of State and Department of Defense. During the meeting, the opportunities of the Ukrainian defense-tech sector, export-oriented solutions, and strategies for building long-term partnerships with the United States were presented.
The visit ended with strategic talks at Paladin Capital Group on the trend of venture capital investments in international defense technologies and the possibility of integrating Ukrainian innovations into global security investment flows.

The U.S.-Ukraine Tech Partnership Initiative continues to expand opportunities for high-level networking, policy dialogue, and access to capital for Ukrainian technology companies.
